<description><![CDATA[KENNEL CLUB WELCOMES EFRA COMMITTEE REPORT ON EFFECTIVE DOG CONTROL REGULATION<br />

The Kennel Club has welcomed the Environment, Food and Rural Affairs (EFRA) Committee’s report on the Draft Dangerous Dogs (Amendment) Bill, which was published today (16 May).<br />
<br />
The report highlights many of the recommendations made by the Kennel Club to strengthen and improve current provisions to better protect the public and improve the welfare of dogs.<br />
<br />
Launching the Committee’s pre-legislative scrutiny report on the Draft Dangerous Dogs (Amendment) Bill, the EFRA Committee endorsed draft laws to extend dangerous dogs offences to attacks on private property, but highlighted the need for the Government to bring in wider measures such as Dog Control Notices in order to break the cycle of bad behaviour and introduce preventative measures to better control dogs.<br />
<br />
As well as submitting an official response to the EFRA Committee Inquiry, the Kennel Club recently met with DEFRA Minister, Lord de Mauley and his team to highlight its views on the draft Bill. These have since been taken into consideration and reflected in the revised draft Bill, published last week.<br />
<br />
Caroline Kisko, Kennel Club Secretary, said: “The EFRA Committee has highlighted the need for dog owners to be protected from prosecution should a dog bite a trespasser in the home, whether or not the dog’s owner or their family are present at the time of the incident. The Kennel Club wholeheartedly agrees with this principle and has spoken with politicians, civil servants and Lord de Mauley at length on this issue. The Minister recognised the need for responsible dog owners to be assured that they can leave their dog at home without fear of committing an offence should their dog bite an intruder, and has since amended the Bill to reflect this.”<br />
<br />
Further to this however, the Kennel Club fully supports the EFRA Committee’s recommendation for government to go further in their exemptions to include buildings such as garages, sheds and outbuildings within the definition of a dwelling. This would include them in the areas a dog owner would be exempt from prosecution should a dog bite a trespasser in such places. The Kennel Club feels this is an important and logical amendment and will be lobbying to have this included in the future wording of the Bill.<br />
<br />
Other areas of focus within the report which are supported by the Kennel Club include the need for the courts to take mitigating factors fully into account, such as signage and the provision of warnings of a dog’s presence, as well as the behaviour of the trespasser towards the dog, when considering legal action against owners of dogs which bite trespassers on private land such as a garden. However, the Kennel Club would prefer a similar exemption in such cases to that of a trespasser inside the home.<br />
<br />
The report’s recommendation to introduce Dog Control Notices is a view shared by the Kennel Club, although the Club is continuing to work closely with the Home Office and DEFRA to include similar provisions in the accompanying Guidance for enforcers of the Anti-Social Behaviour, Crime and Policing Bill.<br />
<br />
It was also stated that a consolidated dog control Act should be the Government’s top priority in order to reduce the number of overlapping provisions and provide enforcement bodies with clearer powers; together with a recommendation for DEFRA to remove from its guidance the qualification that local authorities must only provide an out-of-hours dog warden service ‘where practicable’.<br />
Caroline Kisko added “The EFRA Committee’s report has made several valid recommendations and points for consideration which the Kennel Club also shares. <br />
<br />
The Government’s intentions with regards to improved regulation on dog control are a definite step in the right direction; however, after years of bad laws, we are only too aware of the complexity of the issue and the difficulty there is in regulating it to curb irresponsible dog ownership whilst not penalising the responsible majority. We will continue to work closely with the Home Office and DEFRA and share our expertise to strike the right balance and get the best outcome for all.”]]></description>

<description><![CDATA[RSPCA demands action on lab testing video footage<br />

The Royal Society for the Prevention of Cruelty to Animals (RSPCA) is calling on academics and officials to prove their commitment to animal testing standards, in the wake of new footage released by an anti-experimentation campaign group.<br />
<br />
The RSPCA is calling on officials to prove their commitment to high welfare standards for lab animalsSpeaking out on World Day for Laboratory Animals (April 24, 2013), the charity called for an independent inquiry into undercover footage showing alleged breaches of animal welfare at Imperial College London, filmed by the British Union for the Abolition of Vivisection (BUAV).<br />
<br />
The video footage, taken at Imperial College London and released by BUAV on April 13, shows mice and rats apparently undergoing a range of experiments, including gastric bypasses and craniotomies, and reporting a range of surgical mistakes by researchers.<br />
<br />
RSPCA chief executive Gavin Grant said: &#x22;When we saw last week's video footage, which appears to show serious malpractice, appalling incompetence and a flagrant disregard for animal welfare at a leading UK university, we asked how this was allowed to happen. <br />
<br />
&#x22;We, along with the rest of the public, demand reassurance that action is being taken to ensure such unacceptable practices are not occurring in other labs.&#x22;<br />
<br />
RSPCA chief executive Gavin GrantIn October 2012, more than 40 UK organisations – including Imperial College London – signed up to a Declaration on Openness in Animal Research, pledging commitment to performing animal research to the highest welfare standards.<br />
<br />
In addition, 2012 saw the UK's animal testing standards fall into step with Europe – a move that worried welfare groups, which claimed it could open the door to lower standards. According to Home Office figures, numbers of both inspectors and lab inspections have fallen over the past five years.<br />
<br />
Mr Grant continued: &#x22;The RSPCA has repeatedly warned that a more hands-off approach to regulation from the Home Office could result in standards slipping in some establishments. Research establishments and the Home Office need to see the exposé of Imperial College London as a loud wake-up call.<br />
<br />
&#x22;Animals have suffered and that is a serious breach of public trust.&#x22;<br />
<br />
He added: &#x22;Talk is cheap. Those involved in animal research and testing must back up their claims of concern for animals with real evidence of action.&#x22;]]></description>

<title>Puppy and Kitten Farming - appeal for your signature.</title>

<description><![CDATA[A petition to help put an end to the cruel practice of puppy and kitten farming in the UK was launched this morning by Pup Aid, an animal welfare campaign group founded in 2010 by TV vet Marc Abraham.<br />
<br />
The online appeal, posted to the Government's own e-petitions website, calls on Defra to ban the sale of puppies and kittens without their mothers being present and to raise awareness of puppy/kitten farming in an effort to encourage the public to only buy from reputable breeders, or to adopt from a legitimate rescue centre.<br />
<br />
And things are off to a flying start – at the time of writing (five hours into the appeal) the petition has already received more than 3,000 signatures. However, to be considered for debate in the House of Commons, it needs to achieve the support of at least 100,000 people.<br />
<br />
So if you have a website, Facebook account or Twitter stream, consider pointing your visitors, fans and followers in the direction of http://epetitions.direct.gov.uk/petitions/49528 and just let people power do the rest. With a bit of luck, this could be the beginning of the end for puppy and kitten farming in the UK.]]></description>

The UK's largest pet shop is calling on other retailers to stop selling rabbit muesli in response to the publication of new industry research that proves such foods could cause painful dental and digestive problems.<br />
<br />
muesliPets at Home has pulled rabbit muesli from its shelves in response to the report by The University of Edinburgh, and CEO Nick Wood has written personally to more than 25 of his counterparts in the retail sector asking them to delist muesli-style foods.<br />
<br />
He said: &amp;#x22;As soon as we became aware of this we took the decision to delist rabbit muesli from all of our 345 stores and direct all customers instead to rabbit nuggets, which are a complete food and remove the risk of selective feeding.&amp;#x22; <br />
<br />
Further, Mr Wood believes that all retailers who sell the product have a moral responsibility to put pets before profit.<br />
<br />
He said: &amp;#x22;The results of the rabbit muesli research demonstrate what has always been felt amongst the veterinary community [...] I really do hope other retailers follow our example so that collectively we can begin to make a real difference to the welfare of all rabbits by ensuring that they are fed the right diet to keep them healthy and happy.&amp;#x22;<br />

<description><![CDATA[Deer Antlers can be dangerous toys!<br />
<br />
One of our patients who presented to the hospital gagging, retching, vomiting, and appearing uncomfortable. On examination, he was tense, guarding his neck, and hypersalivating during the general examination, worse when palpating the neck.<br />
<br />
Radiographs were taken showing a radiopaque structure in the cervical and ventral neck. (Lateral and V/D thoracic radiographs are the top 2 photos)<br />
<br />
Based on the history, examination, and radiograph results, the decision was made to place the patient under general anesthesia for surgical evaluation. When attempting to intubate him for general anesthesia, the object was visualized in the oropharynx (picture 1). During further evaluation, while shaving the patient to make a surgical sterile field, picture 2 (middle on the right) shows the deer antler attempting to exit through the skin on the ventral chest.<br />
<br />
Fortunately for the patient, the deer antler did not actually enter the thoracic cavity, rather exited through lateral oropharynx into the subcutaneous tissues, sparing important structures including the esophagus, trachea, and major vessels. The object was removed digitally (bottom picture, picture 3), and endoscopy was used to confirm the esophagus, stomach, and other vital structures were unharmed.<br />
<br />
Our patient is doing well, but he was one of the lucky ones.]]></description>
